After talking with the group it was decided that the terrain was too high and that a lower and more rolling hills would be better suited. I originally thought that the environment would be over grown and full of nature but now we are going to be going for a desert. The world can be more sparse and some items can be partially buried in the ground.
After I remade the terrain I ran the same steps as before. Export a black and white map to Unreal, generate into geometry and test out the placement of the gas station. Once I was happy I took the terrain back into Houdini and reduce the poly count and convert the faces to quads before finally bringing the lower poly geo into maya to join the rest of the assets.
